I agree with James and its advisable to place your phone numbers anywhere other than title tag to avoid google from dropping your site from ranking.
Good example for SEO consultants.

i am total agree with Stu always put phone number is some other place bcoz google manual review before index cause this have fun by the way and best of luck

I would imagine that the only way for google to know that you are putting phone numbers in the title tags would be by a manual review.

It would strike me as odd that they would care – i think what’s more likely to have happened is that, as you say, the keywords in the title tags were diluted.
